Your understanding of the NTP Forum Chronology is correct. The comp.protocols.time.ntp Usenet news-group was, for the purposes of this discussion, the original public discussion forum for NTP. The questi...@ntp.org mailing list was created in July, 2003, to provide an alternate forum for NTP users who either did not have NNTP access or prefered to use e-mail based fora.
