Many embedded systems without a battery backed RTC TOY
 set the date / time to file time stamps on boot,
 before starting ntp.

e.g. set to kernel timestamp, check a specific directory
 for latest transaction file timestamps & set if newer,
 {usually with a bit more qualification}, start ntpd.
