Some of these options depend on which version of Windows you are using - XP Vista/7, and 8/8.1 all differ in their capabilities and therefore in NTP's behaviour. Sometimes, NTP gets the wrong guess at what options to use, and sometimes other programs appear to interact with the OS making NTP's start-up decision inappropriate. But NTP 4.2.7 is now much better than earlier versions of NTP on Windows ever were.
Unfortunately, now I have a local stratum-1 server (low-cost), I do very little requiring Internet-only sync, except when I have my phone or tablet away from home when I can do little NTP-wise. (iOS allows no access, Android requires rooting, which I haven't done). Occasionally I have my Windows-7 netbook away from home, and the accuracy of NTP is that usage is more than adequate (assuming the hotel or ship allows NTP packets through, that is!).
