I've found a workaround that I believe will be good enough. I let `ntpd` deal with keeping clocks synced, and I'm using the `adjtimex` command-line tool to set the INS flag.
If anyone has any insight on how to avoid having to do this, or any warnings about why this might not be a reliable simulation of leap second insertion, please let me know.
