Between Jan 30 00:00:00 and Jan 31 21:26:29 UTC 2019 all public NIST servers had good reachability from my primary monitoring client (suburban Chicago). There could have been problems between CenturyLink, provider of the NIST NTP Internet, and your ISP.
When my clients experience NTP connectivity problems I capture all ICMP traffic using tcpdump or Wireshark. Later I'll examine the packet capture using the Wireshark display filter: icmp and ntp This may expose a problem such as administrative blockage. Often I've found that the problem lies with my ISP or local IT group, where someone decided to block external NTP traffic. For testing purposes you might try syncing to several non-NIST servers.
