In this new version of Explicit Measurements draft 
(https://tools.ietf.org/html/draft-mdt-ippm-explicit-flow-measurements-01), the 
methodology for measuring RTT via the Delay Bit has been updated.
In previous versions the Delay Bit was an additional bit to the Spin Bit that 
allowed to remedy the weaknesses of the Spin Bit (due to losses, 
out-of-sequence and application delays). In this new version the Delay Bit 
works with a new algorithm that makes it completely independent from the Spin 
Bit and therefore allows it to be used alone, obtaining precise RTT 
measurements with the use of a single bit.

The draft will be presented at IETF 110, Friday (March 12, 2021), Session III, 
16:00-18:00 UTC, Room 9, IPPM WG.

Abstract:
   This document describes protocol independent methods called Explicit
   Flow Measurement Techniques that employ few marking bits, inside the
   header of each packet, for loss and delay measurement.  The
   endpoints, marking the traffic, signal these metrics to intermediate
   observers allowing them to measure connection performance, and to
   locate the network segment where impairments happen.  Different
   alternatives are considered within this document.  These signaling
   methods apply to all protocols but they are especially valuable when
   applied to protocols that encrypt transport header and do not allow
   traditional methods for delay and loss detection.
