I took a look at this and I think that the "MUST"-strength requirement to validate the versions is not workable. I originally thought that a "MAY" would be OK, but now I'm not sure that we can guarantee that that sort of enforcement won't result in broken connections sometimes. I'm thinking that "MUST NOT" validate is likely a better position to take on it. Details in the comments on the pull request.
