Oh, you are right, I completely missed that QPACK static table
was updated via

Hmm, ugh, this should have used actual samples of real network traffic
and then iterative compression analysis as the table is built from highest
to lowest frequencies. It might have come up with a similar result, and
ultimately it might not matter at all, but we missed an opportunity by
doing that work ad-hoc with only one client's traces.
