It isn't clear to me how work item #4 isn't already in scope per work item #1 
and #3.


Hello Roman,

Item 4 was added to include a new method that can use a reliable and bidirectional byte stream substrate, such as TLS/TCP, as an alternative to QUIC/UDP. This has been proposed for use where QUIC is not supported, and could be used as a transition mechanism to increase the use of QUIC where not all origin servers support QUIC.
