But quilt doesn't find them.

Please run the following command and tell us the result:
  which quilt

Then, please send that file as an attachement to the list.

Also, as Andreas suggested elsewhere in this thread, "bash
-x /usr/bin/quilt top" should produce an interesting output, please
send it over.
