It's a possibility but not my preferred one because someone still has to
setup the quiltrc file manually. On the other side, if it remembers the
settings, dpkg-source can call it with the proper QUILT_PATCHES and
afterwards the user can use quilt without doing anything more and it will
use the right directory.
