I think the only additional bit within this patch that helps with that is the check for non-conflicting applied patches (the "find_common_applied_files" routine at line 122 of quilt/commit). I see no particular reason that quilt delete couldn't work on non-applied patches as it stands, or on applied patches with the above sanity check.
