 There is a related issue which probably needs to have a preference
 associated - is the user status set to "Do not disturb" when he is on a
 call?

 Also, make sure when the call is rejected that there is an entry created
 in the "Missed calls" register, since otherwise the user has no idea that
 he missed any calls.
