#74: Should send PUBLISH "closed" when switching off

Component: phapi | Version: 2.2-RC3

Comment(by ibc):
I'm testing now the Windows 2.2 version and something different occurs.
Yes, in Windows it sends PUBLISH when switching off, but it sends two
PUBLISH:
- The first one with "Expires: XXXXX" (non zero) and "SIP-If-Match" header
mathing the value received in the initial PUBLISH (when switching on), and
empty body.
- The second one with no "SIP-If-Match" and body (status close).
Unfortunatelly, since Qutecom sends various PUBLISH during start up (so it
generates two presentities in presence server) one presentity remain (as
"open" status) when switching off.
