You're right the presence handling is flawed in QuteCom.
Unfortunatlely we at mbdsys can't allocate resource to handle this issue
right now.
So if there is somebody able to implement this stuff correctly i'll
gladly accept it into the tree.

BTW:   here http://www.mbdsys.com/opensource/verona   we have a version
of phapi which correctly implements this If-Tag stuff, so it is
relatively simple to port to QuteCom's version of phapi.
