Hi Brian

In theory yes....  it is possible in practice there are various
complications:
1) QuteCom actually does not support SIP over TCP,  only SIP over UDP or
sip or HTTP(s)
2) Firewalls which are doing Deep Packet Inspection will be able to
detect SIP traffic unless
  it is encrypted somehow
