#176: command line no longer works in Windows XP

I am unable to make QuteCom Version 2.2 RC3 installed from binary accept
command line arguments to place a call. I am referring to the wiki here:
http://trac.qutecom.org/wiki/UserDocumentation
This syntax will launch QuteCom, but will not make it call. Incidentally,
the syntax registered with the wengo: protocol in windows with
installation does not work either.
