The codecs libs are here for historical reason ... yes it should be in
3rdparty.
Speex (and all others codecs ) could be used from the system.
...
Take a look at
engine/qutecom-verona/codecs/x264/CMakeLists*
and
cmake/Modules/FindX264.cmake
...
