Hi Tuukka, I'm mainly using Sonar 4 LE these days, but have used QWS, as well. Virtually all MIDi software sends out CC122 for local changes where > 63 means on and the rest of the value range is off.
Do you use multiple MIDI devices in QWS? I'm not sure if it sends local off to each one of the ports, I suppose it sends it for the device that the current track is set to. The manual doesn't say. I've actually got five MIDI devices and portse myself, but have set up local off for all of them, since I play through the sequencer or Hubi's MIDi cable anyway.
