Yes: what your experiencing with the Left and Right cursor is the Zoom factor which can be set independent of the metronome. The command you need is View->Zoom. Enter 3 and press OK.

(B) i'm trying to put in a progression of notes using the progression command so i'm setting it up to do 1 octave between values 1.000 and 2.000 thinking that this would fill the first beet of the bar, (still in 3/4 time), but its doing something really odd, Have I miss understood what the from and to values are? from memory this worked when in 4/4.

Progression should work no matter what your metronome settings are. Just note that a progression from 1.000 to 2.000 will fill the second beat, because the first beat is position 0.000.

3. When using the progression command on notes it goes up a chromatic scale, as in all 12 notes of an octave, Is there any way of setting the base cord and going up every note of the scale. I tried using the note transform function with little success.

Currently, there is no way to make scale progressions. It will just do a chromatic. Slightly slower than a progression, but still quite doable: use the Note Editor, set up the length and velocity and the Snap value. Then manually insert the progression on the scale you want. Example, C major going up from C4 to C5:

Ctrl+K (Note editor.
p (snap) (enter value), I'll use 24 (32nd notes (US terminology), demisemiquavers (UK terminology).

Ensure off a note: K Enter (Enter starting note) C4, Enter.
V Enter (enter velocity) 80 Enter.
L Enter (Enter length of note) 0.24 Enter.

Now here comes the scale:

Ins, Up, Up, Right,
Ins, Up, Up, Right,
Ins, Up, Right,
Ins, Up, Up, RIght,
...
