chm has been round since xp.
chm is basically an compressed help file comprised of html web pages.
this file was made to replace the old style .hlp files that were in windows as far back as 3.1 though they could have been earlier.
I know these were in dos 5 and 6 and maybe earlier so they are old.
rtf is ritch text format its been round since office 95 maybe earlier.
these are compressed formatted documents with no formatting what so ever.

What have you tried, and what happens when you do? The manual, if I remember
right, is a chm file which should open on almost any Windows machine. I
believe the manual is in other formats as well?
