Does VST Host work without QWS launched? If so then it's a QWS configuration issue, otherwise it's a possible VST Host issue. Pull up the Microsoft GS Wavetable Synthesizer in QWS and check if you get response from your controller. (Note that a delay between when you hit a note and when it responds is expected, as the Microsoft synth has latency problems) Troubleshoot this, making sure you can get a response there, before you try to increase the complexity. The first step in troubleshooting is to eliminate variables, so get things into as simple a configuration as possible first off.
