Yes, you're talking about Portamento.
First, you need to look at the MIDI implementation chart to find out if your
sound source supports it. The big important controller is number 5, but it's
also helpful to have 65 in case your sound source requires Portamento  to be
turned on. There's also controller 84, called Portamento control, but I've
been unable to find out what this is for. First send a value of 127 to
controller 65, then play with values of controller 5. My suggestion is to
re-map the mod wheel to 5 to find out how different values affect the
"smear" rate of your sound source. Once you find values you like you can
record the wheel in that position and then use the control editor to find
out what the value is for future reference.
You can do this with pitch bend too, though I suggest using Portamento to do
it if you can, because that gives you the option of using pitch bend as an
expressive modifier.
