Breaking up the file solved it. There were missing commas in a couple of sections. Where do we upload these instrument definitions. I've put it through its paces and it appears to be ready for prime time if others are interested.

There's a way to troubleshoot the file and fine where the problem is --
break up the file by banks as separate files and open QWS, selecting the
various definition files. You'll get an error where you run into the
problem. Hopefully you won't get several errored files.
Just a reminder, the format is the MIDI channel, program number, bank, and
name. There are no spaces in any of the numbers, and if you put a space
before the patch name then you won't be able to use the first letter of the patch to select them in the list. Note that numbers starting the patch list
are completely kosher, so you can use numbers to reach the beginning of
banks. Also note that in most (but not all) instruments the program wants
the bank number to be a mixture of most and least significant bits, so for most instruments bank 0 is denoted as 0, while bank 1 is numbered 128, etc,
in multiples of 128 going up.

Hello: My wife Lila and I are attempting to create an instrument
definition list for the Casio Privia-350M. So far, each time we copy
the file to the QWS folder, we get an error loading message each time
we arrow to the offending .ini file. We have so far just utilized the
Windows Notepad to create the file. Would someone on this list more
experienced in looking at these definition files be willing to take a
look to see what we are doing wrong? We don't mind doing the necessary
tweaks once the thing loads, but we must at least get to that point
first. If you have an idea without looking at the file based on what we
are using as an editor, suggestions there are also welcome.
