Hi Alex, I'm not sure what you quite mean by "without strength change"?
If you mean that you set the "Strictness" to 0, then nothing will happen and this will leave all your notes unchanged. If you put the Strictness at 100, then all notes will be moved exactly to the beat, or part-beat, as desired; but in some cases, this can give a very mechanical feel to the playing. So, if you use a strictness of, say, 50, it means that notes will be moved halfway from their current (unquantised) position to the strict position, and so on. Another tip that is sometimes necessary is to use the Clean Up tool first. I hope this helps.
