I suggest this section is conditionalized on if(!length(Sys.getenv("R_LIBS")) { # note the simpler form! } since presumbably the intention is to have a local library tree for install.binaries() to use, and it is wrong to override the standard system setting via R_LIBS (which has in fact been ignored).
