In 10.3 they provide gcc-fortran (or f77). Just search for fortran in
yast2.

If you want to use a precompiled binary you can find one there:

http://download.opensuse.org/repositories/home:dsteuer/openSUSE_10.3

or just type r-base in the search box on

http://software.opensuse.org/search
