NOte that using row as a column name could be a bit confusing down the line for two reason: a) it's actually a column, and b) "row" is the name of a useful function. In fact, that function could be used to solve your request using your mat3 constructed below:

> mat3[ , 1] <- row(mat3)[ , 1]
> mat3
     row ti counti
[1,]   1  7      9
[2,]   2  8      5
[3,]   3  7      9
[4,]   4  5      3
[5,]   5  6      8
[6,]   6  3      7
