You need %in% instead.
This is untested, but something like this should work:

EC07_A1$SECTOR %in% c("32", "33", "42", 44", 45", 51", 54", 61", "71",
"81"), ]
(Note that your original code snippet had a shortage of ) and didn't
specify the data frame from which to take the columns.)
