Another option that is in developement, but may do what you want is ggvis (http://ggvis.rstudio.com/). I have seen an example of brushing created with ggvis that can then be embedded in a web page. I am not sure if you can send the html and support files directly to someone without R (probably Rstudio) or if you need to upload it to a server for others to see, but the later is still an option for collaborators who do not have R installed.
