That is not a Stata data file, but a plain text data file. You can try reading it into R like
x <- read.table("WV3_Data_Russia_1995_stata_v_2014_04_28.dat", fill = TRUE) but you won't know what anything is. The metadata is in the .dct file, in a format only Stata can love...
