I checked and reapplied full access to the whole WinEdt directory. I am not the 
administrator but I am a member of the administrators group. This couple with 
the fact the I have given full control to the WinEdt directory suggests that 
the problem is elsewhere. But this is not the first time that I have run into 
permission problems with Windows 2008 server.

You need to right-click R and explicitly say to start is with Administrator privileges.

So it seems to have worked. But when I use the 'library' command I get:

library("RWinEdt")
Error in file(file, "r") : cannot open the connection
In addition: Warning message:
In file(file, "r") :
  cannot open file 'F:\Program Files (x86)\WinEdt Team\WinEdt\R.ver': No such 
file or directory
Error : .onAttach failed in 'attachNamespace'
Error: package/namespace load failed for 'RWinEdt'

Any ideas on how I can install this package?
With administrator privileges, since it needs to write some files into the WinEdt directory.
