To all (and Duncan in particular), The problem has been solved. Apparently, you cannot have directories in the path for files that contain "spaces" in their names. I noticed this problem under Vista if the build directory was nested under several directories within the working directory (i.e. the pdf file would not print when check was run). I placed the package in a directory (c:\build) and re-ran the check command. The pdf manual printed as part of the check procedure.
Thanks to everyone for the help. The pdf manuals are created by pdflatex. I would guess that R can't find it on your XP system. It's not part of the Rtools, you need to install it separately.
