Slightly (but not completely) irrelevant comment. The next version of the R rpm packaged by Fedora WILL include static web pages by default (so I'm told by Tom [Spot] Callaway). This also goes for the R packages that they package as RPMs.
This is irrelevant for Windows users of course, but others might be following this thread.
