This function works translating the named Microsoft Excel file into a temporary .csv file, using Greg Warnes' xls2csv perl script (installed as part of the gregmisc package).
What happens?
You already told us that there is a perl script, and the error message says that perl has not been found.
So what about installing perl and adding it to your path?
