It looks like the calculations of label widths are inaccurate, probably because strwidth can't accurately measure the size of strings. I'm not sure if this is a bug, or just a limitation of the information available to it. However, I think you could get the result you want with some trial and error by doing the dotchart with blank labels first, then using mtext to put the labels in place.
