Roger, The Windows packages will not run on Linux. You will need to install them using the Linux versions (.tar.gz files) of the CRAN packages.
You can copy them from a CRAN mirror to your USB drive and then install them locally using R CMD INSTALL PackageName.tar.gz This will again need to be done as root using 'su' from the console. Note that depending upon the nature of the package (ie. does it uses C and/or FORTRAN code or require third party libraries), you may get errors during the installation process if you are missing required code/applications/header files.
