But I think it's completely possible that win-builder doesn't have pandoc 2.0, which is required for lua-filters AFAIK. On your side of things, the best you can do is to ensure that you add "SystemRequirements: pandoc (>= 2.0)" (or something like that) to your DESCRIPTION file, and add a corresponding justification to your submission comments.
