Thank you for the check of the CRAN builds. I also checked that as a first step. Perhaps there is some difference between the CRAN setups, as I have reproduced this on 3 Windows 10 machines with clean installs of R 4.2.0, and it has been reported by other users. I also noted in the post that building and installing via devtools reports success ( ** testing if installed package can be loaded from temporary location ), however, a subsequent attempt to load hangs.
