Correct. And that was never 'best practices' because anybody thought it would be best that way. It just evolved... On Ubuntu you have the added problem / benefit of the bi-annual releases. So even though there are more and more r-cran-* packages they may not be current. OTOH building locally from source via R using either R CMD INSTALL ... or install.packages() stumps a lot of people b/c of build-depends etc. "It all depends", and not in small part of the user's skill level and expertise. We are trying to make it easier but it takes a while. So with that: a wiki discussion may help provided people find and read it.
