R seems in a very non-standard place ('/home/ogbos/R/i486-pc-linux-
> gnu-library/2.8'
)
and it is likely to have been installed by compiling from the sources... 

Then, installing packages from the sources is at least as comfortable, (if one 
has no IT conection, one just has to download the package and everything it 
depends on from friends/ internet cafés;
 this process has benn made easy for other complex softwares : cygwin offers 
the opportunity to have a consistent mirror, even from Windows...; so does 
gentoo - one can download  a consistent list of packages , put them on a USB 
stick and install them on an isolated PC...).
