you probably want packages rugarch (univariate) and rmgarch
(multivariate) from the 'rgarch' project on R-Forge.

install.packages("rugarch", repos="http://R-Forge.R-project.org";)
install.packages("rmgarch", repos="http://R-Forge.R-project.org";)
