Hi Fabiana, _1st. Option:_ I would convert the border in a polygon and then I would cut the points with this layer.
_2nd. Option:_ You can add polygons attributes to points with the SAGA algorithm avaible in the processor: "Add polygon attributes to points", and then select only the points wich have the attribute that you want.
