That wasn't the point - it's highly likely that your DISPLAY is not set - start your X11 and try Sys.putenv(DISPLAY=":0.0") before running capabilities() FWIW, since you are building a cgi app, you may consider the GDD package which allows you to create png, jpeg, gif etc. plots without the need of X11.
