Ah, it just hit me - do you have X11 running at all? Bitmap support requires you to have X11 server running, because that's the way R creates bitmaps. The output of "capabilities" is dynamic, i.e. if your DISPLAY is not set or there is no X11 running, R will disable both X11 and bitmap support.
