[Disclaimer: I don't mean to stir this up again. It's just that I
said I would ask around--so here are the results, for what they're
worth.]

I asked python-dev about the feature where Python can optionally be
compiled for UTF-16 or UTF-32. Guido van Rossum, Marc-Andre Lemburg,
and Martin v. Löwis replied. These are the key Unicode people for
Python.

Apparently experience has not led to enlightenment, or at least not
the same enlightenment for everyone. There's one "no" vote, one
"yes, mainly for political reasons" vote, and one indifferent.

GvR considers multiple string implementations "unlikely to happen" in
Python, as a practical matter.
