Think of a language design process as a learning process, a feedback  
loop. You design and implement, you gather experience with  
applications, you revised, you start over. One could think of the SC  
as the archival element of such a process or even as a steering  
element. But that would interpret the word quite literally, which I  
doubt anybody would want -- Matthias
