Based on the discussion here, it seems giving a semantics for R6RS REPL programs is desired, feasible, and already supported by a number of R6-conforming Schemes. I would like to suggest this as an excellent candidate for a SRFI proposal. Such a SRFI would allow us to, rather than wait for an R7, immediately address this need and garner experience with the semantics, which will lead to an improved standard in the future.
I do not have the resources available to devote to writing this myself, but I am more than willing to work as an editor to help someone else write such a proposal.
