I was thinking about what I said 
earlier - about "deconstructing" the
notion of a Scheme standard.

Here is a thought for the Steering 
Committee:

I was suggesting a need to tolerate,
under the umbrella of "Scheme", 
contradictory notions of what Scheme
is.

What literary form and what bureaucratic
means of production could sustain such
a world, without losing coherence?  

Aha!:

A Journal.

Perhaps future Revised Reports on the 
Algorithmic Language Scheme should be
refereed journals!

The Steering committee can exploit (hopefully
in a benevolent way) it's legitimacy with a 
very broad community to make this *not quite*
the same thing as an academic journal, but
also of high quality and helpful to the future
development and use of Scheme. 

"Schisms" (e.g., () ?= #f ) can happen and get
along just fine, in that format.   

Any language-definition committee that gets along
well and comes up with something interesting can
publish (if accepted) that.   The journal can include
a "letters" column to convey the editorial perspective
on community feedback and their response.

Also: Journals are easier to monetize, at least modestly,
in ways compatible with the mission.
