This is not the R6RS definition of free-identifier=? as R6RS does not have a top-level environment. Refer to r6rs-lib.pdf for the definition of free-identifier=?. The definition in R6RS should be used for answering Ramana's question (which was specifically about an R6RS portable way of writing bound-identifier?).
